A research team from the Agroforestry Technology Research and Development Centre assessed the institutions and policies of community forests in Banjarnegara and Banyumas regencies, Central Java. The findings, published in Jurnal Wasian in 2017, indicate that community forest institutions in both regencies are in a fairly effective condition. The study was conducted from August 2012 to May 2013.

The institutions assessed included government institutions, marketing institutions, and farmer institutions. The assessment used seven indicators, including user and resource boundaries, collective agreements, monitoring, conflict resolution, and recognition of farmers' rights to organise. For community forest policies, the assessment considered policy appropriateness, policy implementation, target accuracy, and environmental appropriateness. Community forest policies in Banjarnegara Regency were rated effective in terms of policy appropriateness and environmental appropriateness. Meanwhile, in Banyumas Regency, policies were rated effective in terms of target accuracy and environmental appropriateness.

According to the study, these differences in assessment occur because policies or programmes in each location differ, tailored to local conditions and community preferences. These findings are important as input for local governments and extension workers in designing community forest policies. This is because the same policy may not necessarily be suitable for application in other areas if the conditions and preferences of the residents differ.
