A research team from the Research and Development Centre for Watershed Management Technology has examined the parties involved in implementing the Social Forestry programme at KPH Telawa, Boyolali Regency, Central Java. The programme is known as IPHPS, the social forestry utilisation permit that forms part of agrarian reform in the forestry sector. It is expected to resolve tenure problems and improve forest governance. The team's findings were published in Jurnal Wasian in 2021.
The study identified a range of stakeholders, from Perhutani (KPH) Telawa and the forest farmer groups holding IPHPS permits (Wonomakmur 1, Wonomakmur 2, Wonolestari 1 and Wonolestari 2), to LMDH participants in PHBM, BPKH IX, BPDASHL Pemali Jratun, field facilitators, BDK Kadipaten, Yayasan Kehutanan, the NGO Rejo Semut Ireng, PSKL, the Central Java Provincial Environment and Forestry Office, BPSKL Jabalnusra, and the Forest Development Financing Centre of the Public Service Agency (P3H-BLU). Each party has its own power and interests. These shape the pattern of relationships between stakeholders, which ultimately determines the programme's outcomes.
According to the study, good relationships support the successful implementation of the programme, whereas poor relationships can hinder it. The findings matter for forest managers and forest communities in Central Java, because the success of social forestry does not depend on any single party but on cooperation among all those involved.
