A research team from the Faculty of Forestry at Tadulako University has identified three forms of tenure conflict in the Dampelas Tinombo Forest Management Unit (FMU) area. These conflicts take the form of land clearing, threats of illegal logging activities, and low community trust in programmes originating from the FMU. The research was conducted in 2020 and published in the Journal Wasian.
According to the study, tenure conflict encompasses various forms of claims over the control, management, utilisation, and use of land within the FMU area. Because it is located directly within its territory, the FMU is responsible for handling these disputes. The research team notes that the FMU's role is greatly needed, particularly to facilitate collaborative forest resource management and to reduce obstacles to the implementation of social forestry through empowerment and forestry partnership schemes.
For communities living around the forest, these findings indicate that resolving land conflicts requires more than just rule enforcement. An approach that involves residents is needed, for example through social forestry, so that land claims can be discussed and forest management programmes become more trusted.
