A research team from the Manado Environmental and Forestry Research and Development Institute and the Centre for Climate Change and Policy Research examined tenure conflict in the Poigar Model Production Forest Management Unit (KPHP) in North Sulawesi. The findings, published in the Journal Wasian in 2016, describe the conflict in the area as structural, with land claims by communities being one of the main issues. This research is important because it identifies the root problems that need to be resolved so that production forest management does not continue to clash with residents' interests.
According to the study, land claims by communities stem from forest utilisation activities aimed at meeting basic needs. The parties requiring primary attention are the communities cultivating land within the area and local entrepreneurs. The research team noted several underlying causes of the conflict: a lack of understanding among stakeholders about the existence of KPHP Model Poigar, dualism of authority, insufficient community empowerment, and weak law enforcement.
Based on the history, the parties involved, and the causes of the conflict, the study recommends strengthening the institutions of KPHP Model Poigar, developing partnership models, and enforcing the law. For forest-adjacent communities, these findings confirm that conflict resolution requires not only boundary demarcation of the area but also clarity of authority and space for residents' participation in forest management.
